Nobody reads every paper in their bibliography end to end, and pretending otherwise is why reading feels impossible. Read the abstract and conclusion, decide whether the paper changes anything, and only then go deeper. Write the note in your own words at that moment — a highlighted PDF is not a note and you will not revisit it.
